The 183 New York State Legislature , consisting of the New York State Senate and the New York State Assembly, met from 3 January 1979, until 31 December 1980, during the fifth and sixth years of Hugh Carey's government, in Albany.

Under the provisions of the New York Constitution of 1938 and the decision of the Supreme Court of the United States to follow One person, one vote rule, was re-distributed in 1971, and amended in 1974, by the Legislature, 60 Senators and 150 members of the council elected in one seat-for-term district two years. The Senate and Assembly districts are comprised of approximately the same population, the adjacent areas without boundaries over the boundaries of the territory.

At the moment there are two major political parties: the Republican Party and the Democratic Party. The Conservative Party, the Right to Life Party, the Liberal Party, the Libertarian Party, the Socialist Workers Party, the Communist Party and the Labor Party also nominated the tickets.

Selection

New York state elections, 1978, held on 7 November. Governor Hugh Carey was re-elected, and Foreign Minister Mario Cuomo was elected Lieutenant Governor, both Democrats. The election for two elective offices throughout the state resulted in the Republican Finance Supervisor and the Democratic Attorney General. The party strength estimates on this election, as expressed by the vote for the Governor, are: Democrats 2,306,000; Republicans 1.913.000; Conservative 243,000; Right to Life 130,000; Liberal 123,000; Libertarian 19,000; 13,000 Socialist Workers; Communist 11,000; and 9,000 Workers.

Seven of the ten female members of the previous legislature were elected again: State Senator Olga A. MÃÆ' Â © ndez (Dem.), East Harlem, and Linda Winikow (Dem.), From Spring Valley; and Assemblywomen Elizabeth Connelly (Dem.), from Staten Island; Pinny Cooke (Rep.), From Rochester; Estella B. Diggs (Dem.), From Bronx; and Gerdi E. Lipschutz (Dem.), from Queens, re-elected; and Assemblywoman Mary B. Goodhue (Rep.), a lawyer for Mount Kisco, was elected to the State Senate. Carol Berman (Dem.), From Lawrence, was also elected to the State Senate. Rhoda S. Jacobs (Dem.), From Brooklyn; Joan B. Hague (Rep.), From Glens Falls; May W. Newburger (Dem.), From Great Neck; Toni Rettaliata (Rep.), From Huntington; and Florence M. Sullivan (Rep.), a Brooklyn lawyer, were also elected to the Assembly. Thus the Legislature 183 has 13 female members, exceeding the previous record 11 in the New York State Legislature 181 (1976).

New York state elections, 1979, held on 6 November. There are no elective offices in all the states elected for election, and there are no vacancies in the Legislature.

Sessions

The legislature met for the first regular session (202th) at the State Capitol in Albany on January 3, 1979; and hidden indefinitely on the morning of June 17th.

Stanley Fink (Dem.) Elected as Speaker.

Warren M. Anderson (Rep.) Re-elected as the Provisional President of the State Senate.

The legislature was again in session on and off in October and November 1979, to consider legislation on energy issues.

The legislature met for the second regular session (203) at the State Capitol in Albany on 9 January 1980; and stored indefinitely on June 15th.

The legislature meets for a special session at State Capitol in Albany from November 19-23. This session was called by Governor Carey to consider the law on banking, the state budget, and housing in New York City.
