Cole Finegan is an American lawyer who served as Denver City Lawyer and Chief of Staff to Mayor John Hickenlooper from 2003 to 2006. He is now the Regional Managing Partner of America for Hogan Lovells and Managing Partner of the global law giant law firm at Denver. Finegan also acted as adviser to Governor Hickenlooper and US Senator Michael Bennet, and served as Chief Financial Officer for Senator Bennet 2016's reelection campaign and a joint seat of Hickenlooper's reelection campaign. He is one of four Colorado Finance Co-Chairs for President Obama's reelection campaign in 2012. Finegan was elected as "Lawyer of the Decade" by Law Week Colorado ; as Lawyer of the Year 2013; and was also named one of the most influential people in Denver by the magazine 5280 ("The 5280 Fifty").

Brownstein Hyatt Farber
Tom Strickland and Andy Loewi recruited Finegan in early 1987 to join Brownstein Hyatt Farber Schreck (later Brownstein Hyatt Farber & Madden), a Denver-based national law firm, CO. From 1993 to 2003, Finegan was a partner at the Denver office and recommended for land, regulatory, municipal, legislative, and election law use.
Politics
While working for members of Congress Jones, Finegan managed re-election in 1984 and his bid for the US Senate in 1986. Finegan was the Campaign Manager for mayor Norm Early, who lost the 1991 election to the Wellington Webb. From 1991 to 1993, Finegan served as Chief Legal Counsel and Director of Policies and Initiatives for Colorado Governor Roy Romer. With this dual job, he handles legal issues of the governor, advises him on judicial prosecution, and oversees policy development staff of 60 people working on policy issues related to economics, education, energy, environment, health, transport and telecommunications.
From 2003 to 2007, Finegan first served as Denver City Lawyer and later as City Attorney and Chief of Staff to Mayor John Hickenlooper. Finegan is the only person who ever held both positions at the same time. As the City Attorney, he reorganized the office of 100 lawyers for the first time in 20 years. He reduced the offshore legal bill more than $ 1 million by cutting outside legal services and expanding the city's ability to try his own case. As Chief of Staff, he led a successful campaign to change the Denver charter to add to the Chief Financial Officer and to modernize the city's 100-year financial services structure.
Hogan Lovells
Finegan joined Hogan Lovells (then Hogan & Hartson) in 2007 as a partner. He became Managing Partner of the Hogan Lovells office in Denver in May 2007, and focused his practice on public-private partnerships, regulatory issues, land use and development, and legislative and public policy laws. In May 2013, Finegan was elected to the board of Hogan Lovells as a representative for America (excluding Washington, D.C.). Finegan's important projects at Hogan Lovells include helping to lead the rebuilding of $ 500 million of Denver's Union Station area and the ongoing development by Western Development Group in Cherry Creek, and he was recently involved in the development of L.C. Fulenwider Airline Company at 61st Avenue near Denver International Airport.
Community engagement
While City Attorney, Finegan works closely with former District Attorney Mitch Morrissey to ensure that both offices are more effective in assisting victims of domestic violence. Since leaving town, Finegan has worked with Morrissey and Denver Mayor Michael Hancock to create a domestic violence resource center in Denver. Hogan Lovells serves as a pro bono legal advisor for the effort, and Finegan serves as a major fundraiser. Finegan has served on a number of councils in the Denver community, including Downtown Denver Partnership, Denver Metro Chamber of Commerce, Children's Hospital, Denver Foundation, Colorado Black Chamber of Commerce, and Teach for America. He also serves as a member of the Colorado Forum, Forum Quarterly, and Denver Economy Club.
For more than a decade, Finegan has served on the board of directors of the Denver Public School Council and is also a member of the board of directors of Colorado I Have A Dream Foundation, the Colorado Legal Aid Foundation, the State Council of Agriculture, the Council of State Universities, the board of the Center for Higher Education of Auraria, Rocky Mountain Mutual Housing Association, and the board of the Big Denver Company.
