David M. Louie (born October 8, 1951 in Oakland, California) is an American lawyer, who has served as Attorney General of Hawaii for 4 years.

Early life and education

Born in Oakland, Louie grew up in Los Angeles by her father Paul and her mother Emma. He is the third generation Chinese American. His father, Presbyterian minister, and Paul Louie, who lives in Seattle, are one of three founders of the Chinese Historical Society of Southern California and a member of the Los Angeles Human Relations Commission. Louie attended Occidental College in Eagle Rock, Los Angeles where she graduated with an art degree in 1973 before attending the Boalt Hall School of Law at the University of California, Berkeley where she obtained a Juris Doctor degree in 1977. She was later accepted into the State Part. Bar of California in the same year. In 1978, Louie was received at the Hawaii State Bar and a bar in the United States District Court for the District of Hawaii.

Legal career

From 1977 to 1988, Louie was a partner and partner in Case & amp; Lynch in Honolulu. In 1988, Louie became a partner of Honolulu law firm Roeca, Louie and Hiraoka, and was a managing partner from 1988 to 2010, practicing in civil litigation, defense insurance, construction defect litigation, and commercial litigation. Louie served as the director, vice president and president of Bar Association Hawaii State from 1995 to 2001. Louie also serves as Vice President, Secretary-Treasurer, and Director of the Defense Lawyers Association of Hawaii (1993-2010). From 1999 to 2006, Louie served as chairman of Aloha Tower Development Corporation, a state agency tasked with developing land around the Aloha Tower to benefit the country's commercial trade industry based in the port of Honolulu while at the same time providing residents of Hawaii with ample access to the city center by the beach. In 1999, he was appointed to the Board of Directors of the Hawaii Supreme Court Special Committee on the Performance of the Judiciary and at the time of appointment to the attorney general's office, serving as vice chairman. Louie served as Legal Representative for the United States Court of Appeals from the Ninth Circuit from 2005 to 2008. From 2008 to 2010, she served as Northwest Regional Governor for the American National American Pacific Bar Association. While in private practice, Louie was named the Super Hawaiian Lawyer (2008-2011).

Louie was appointed on December 19, 2010 by Democratic Gov. Neil Abercrombie as Attorney General of Hawaii. The principal legal officer is not an office elected and appointed by the Governor in accordance with Article V, Section 6 of the Hawaii Constitution, subject to confirmation by the Hawaii Senate. Under the law, the Attorney General acted as governor acting in the absence of both governor and lieutenant governor of Hawaii. After four years, Louie returned to private practice as a partner at law firm Kobayashi, Sugita & amp; Goda LLP, where he handles issues related to commercial litigation, construction litigation, complex personal defense issues, relationships with government and lobbying.

In 2016, Louie was inducted as a Fellow at the American College of Trial Lawyers. He is a member of the Society of Attorneys General Emeritus, and when serving as Attorney General, is a member of the National Association of Attorneys General and Conference of Western Attorneys General. He is a member of the Defense Federation and Corporate Advisor, where he is Chairman of the Local Responsibility Section, and Chairman of the Past Committee on Diversity. He is a member of the American American Pacific Association of Asian Colleagues, and received the Daniel K. Inouye Trailblazer Award from NAPABA in 2015. He received the Occidental College Alumni Seals Award for Community Services in 2013. He is a member of the Trial Lawyers Defense Association, Defense, and the American Bar Association. Louie has been a faculty member and lecturer for various continuing law education seminars for the Hawaii State Association, Defense Federation and Corporate Advisors, American Bar Association of Asia Pacific America, American Bar Association, Pacific Law Institute, Professional Education System, Inc. and the National Business Institute. He has written a number of published articles on court techniques and legal matters.

On June 16, 2015, Hawaii Senators Brian Schatz and Mazie Hirono recommended Louie, Jill Otake, and Clare E. Connors to the White House to fill the vacancy of US District Court created by the retirement of Justice Susan Oki Mollway. President Obama nominated one of the other candidates, and Louie continues in private law practice.
