Edward McCaffery (born 1958) is a professor of tax law at the University of Southern California Law School and also a professor in Law and Economics at the California Institute of Technology. At USC he is the Robert C. Packard Trustee Chair in Law and Professor of Law, Economics, and Political Science. He teaches Federal Income Tax, Property, Intellectual Property, and Tax Laws and Policy in USC, Law and Economics and Law and Technology at the California Institute of Technology. He also teaches Corporate Taxation, Federal Income Tax, Partnership Taxation, Property and Tax Policy seminars.

An internationally recognized lawyer, Professor McCaffery studies tax policies, tax structures, public finance theories, including public finance behavior, as well as legal and property theory, intellectual property, and law and economics.

Scientist Professor McCaffery has been widely quoted by economists, government officials, journalists and policy analysts. In addition to many legal review articles, Professor McCaffery recently wrote two books: Unusual: How to Make a Better and Simpler Tax System (advocating progressive consumption taxes based on expenses rather than income) and Women Taxation (addressing the gender inequities of current United States income tax code that punish working women). Other publications include, Behavioral Public Finance (co-editor), Rereading the Voice: Politics and Prospects of American Electoral Reform (co-editor). Another book, A New Understanding of Property, will be published later this year.

His other writings include "Cognitive Theory and Taxes," "Framing Jurors: Cognitive Perspectives on Pain and Suffering Appreciation" (with Daniel Kahneman and Matthew Spitzer), and "Bending Toward Equality: Gender Discrimination, Market Efficiency, and Social Change. " McCaffery has served as an official consultant to the Russian Federation to help design a comprehensive tax code.

As a graduate of summa cum laude from Yale University, Professor McCaffery received a magna cum laude from Harvard Law School and a master's degree in economics from the University of Southern California. He served as the scribe for Supreme Court Justice Robert N. Wilentz of the New Jersey Supreme Court and was a lawyer with Titchell, Maltzman, Mark, Bass, Ohleyer & amp; Mishel before joining the USC Law Faculty in 1989. He held Maurice Jones, Jr., Professor of Law from 1998 to 2004 and has served as a professor of law and economics at the California Institute of Technology since 1994. He has led the USC Institute on Federal Taxation since 1997, and he found the Caltech-USC Center for Legal and Political Studies and served as its director from 2000 to 2003. He is an elected member of the American Law Institute (ALI) and American College Tax Advisor. Professor McCaffery is also Los Angeles office counsel Seyfarth Shaw LLP.
