Government and politics

Territory

The District Court Commissioner, regarded as the administrative arm of the state government, consists of a county judge and four commissioners. The four commissioners were selected to determine the boundaries of single or adjacent district districts, two years in presidential elections and two beyond the year. The County Commissioner's Court undertakes "budget function and local government policy making, and in many areas, the commissioners have broad responsibilities related to the development and maintenance of local roads."

The Texas county-appointed judge is usually a District Criminal Court judge, County Civil Court, Probate Court, and Juvenile Court.

Status

Jefferson County was represented at Texas State House District 21 from 1999 to 2015 at Texas House of Representatives by Republican Allan Ritter, a businessman from the Netherlands. On January 13, 2015, Republican Dade Phelan of Beaumont replaced Ritter, who is not seeking re-election in 2014.

It is also represented at Texas State House District 22, which takes much of Beaumont and Port Arthur, by Democrat Joe D. Deshotel, who has served in this chair since 1999. In the 81st Legislative Session, Deshotel was appointed to serve as chairman The House Business and Industry Committee, a post he maintains today.

The Texas Department of Criminal Law operates three facilities in the county: Gist Unit, state prison; Unit Stiles, a prison; and Unit Leblanc, a pre-release facility, in an area unrelated to Jefferson County.

In addition, the Texas Youth Commission operates the Al Price Juvenile Correctional Facility of Al Price in an unrelated area of the Mid County region. The facility is among the three selected for closure on August 31, 2011, due to a lack of agency budgets. In 2015, the county commissioner announced that they would lease the facility to the Beaumont charter school, Evolution Academy, for a minimum of 35 years. This is reported as an attempt to prevent the country of sex offenders here who have completed their sentences.

Federal

Jefferson County is part of Texas's 14th congressional district, represented by the US Representative Council by Randy Weber (Republic). US Senators Texas are John Cornyn (Republic) and Ted Cruz (Republic).

The Federal Bureau of Prisons operates the Beaumont Federal Correctional Complex in an unrelated area in Jefferson County. This is a high-security prison with a capacity of nearly 1400 inmates.

Presidential election

Membership in political parties in Texas has been rearranged since the end of the 20th century, following the passage of the 1965 Voting Rights Act and new participation by minorities in the political system. Jefferson County has been dominated by Democratic voters in the presidential election: before 1965 they were white majority and the party has attracted many minorities. In many parts of Texas, Republican voters have dominated in presidential elections, especially since the turn of the 21st century.

In 2004, Jefferson was one of only 18 districts in Texas that gave Senator John Kerry the majority of popular votes. Kerry received 47,050 votes while George W. Bush received 44,412 votes. [1] In 2008, Barack Obama won 51.25% of the vote and 44,888 votes. John McCain won 48.38% of the vote and 42,905 votes. The other candidates received 1% of the vote. Democratic trends continued in 2012 when Barack Obama won Jefferson County with 50.34% of the vote, while 48.73% fell to Mitt Romney.

By 2016, Donald Trump won the county with a very narrow margin over Hillary Clinton, becoming the first Republican presidential candidate to win at Jefferson County since 1972.

Economy

The area is served by water harbors located in Beaumont, Port Arthur, Orange, and Sabine Pass. Waterway Sabine Neches provides deep water access to ships, served by public ports in the County. The waterway is the 3rd largest port in the US by tonnage.

The district is traversed by Interstate Highway 10, US Highway 90 and 69-96-287, State Highways 73, 87, and 105 and three farm roads to the market. Trains and freight vehicles also provide delivery service to the County. Jack Brooks Regional Airport located between Beaumont and Port Arthur provides passenger and delivery services and is currently serviced by one commuter airline passenger.

The Regency's economy is primarily based on petroleum refining; production and processing of petrochemicals, biofuels and other chemicals; fabrication of steel and steel products; shipping activities; manufacture of wood products, porridge, food and feed; agriculture; and health care services. The County continues to diversify its economic base as evidenced by increased employment in the service sector and government. This district is also the largest military port in the world.

Several major projects are under construction, licensing and development for the area and County continues to work with other taxation entities to create a conducive business environment for this growth. These include famous ones like Lucite, Air Products, Vitol, Golden Pass Products, OCI, Exxon Mobil, Golden Pass LNG, and Sempra Energy.

The petrochemical expansion at Motiva, Total, and Valero facilities located in Jefferson County represents approximately $ 15 billion in project improvement. In addition, hundreds of millions of dollars were spent on terminal and pipeline facilities to support these projects. The construction of the Trans Canada Keystone XL pipeline that will deliver Canadian sand crude to Jefferson County and advocates say will help eliminate US dependence on oil from politically more vulnerable areas pending federal approval. In addition, the recent expansion of railway facilities and new construction has significantly increased the transportation of Canadian oil tar and sand tar to the area for processing by area refineries.

Cheniere, one of two companies with Liquefied Natural Gas Terminals on the Texas/Louisiana Coastal border, is finishing the construction of a $ 10 billion liquefaction facility. Golden Pass LNG opened their terminal in mid-2011. With their opening, the vessel channel is now home to over 40% of the country's LNG capacity. The Golden Pass LNG has submitted to federal authorities for permits that allow it to build a $ 10 billion gas liquefaction facility in Jefferson County, such as that owned by Sempra Energy. It is thought that this permit should move through a faster approval process now that former Texas Governor Rick Perry has been confirmed as the new Energy Secretary.

County has participated in a study by the US Army Engineer Corps into eligibility to deepen the waters of Sabine-Neches. This will allow ports in Southeast Texas, the third largest in the country, to accommodate inner draft vessels and thus remain competitive with other ports on the Gulf Coast. Recently, the US Army Corps of Engineers issued their "Head Report" which paved the way for federal funding of this project. U S House and the Senate recently passed a law signed by the President authorizing the construction of a waterway repair at a cost of more than $ 1 billion. The congressional funding for this project is expected immediately.

County continues to work with industry leaders, the Texas Labor Commission, the Lamar Institute of Technology, Lamar University and a non-profit group to supply a workforce capable of addressing the ever-increasing need of labor in the County. This is very important considering the interest of the international community in placing facilities to the region.

The rise in US oil and gas exploration and production has made the County a preferred place for industrial sectors seeking to exploit the opportunity to profit from energy commodities at historically historically low prices.
