Marvin Elliot Kaplan is an American lawyer and government official who previously served as Chairman of the National Labor Relations Board, and still serves as a Member. Prior to taking on his current role, he was a key adviser to the Commission on Occupational Safety and Health Studies. In June 2017, President Donald Trump nominated Kaplan to become a member of the National Labor Relations Board for the term of office which ended on August 27, 2020. He was confirmed by the Senate on 2 August 2017, with a 50-48 vote.

Biography
Kaplan received a Bachelor of Science from Cornell University and Juris Doctor from Washington University School of Law. After practicing law at Cresskill, New Jersey and then with Kansas City law firm, Missouri McDowell Rice Smith & amp; Buchanan, he began his career as a special assistant in the Office of Labor Management and the United States Department of Labor Standards. He also serves as an advisor to the United States House Committee on Government Oversight and Reform and to the US House Committee on Education and Labor.
Kaplan serves as a key advisor to the Commission on Occupational Safety and Health Studies. He was nominated by President Donald Trump to become a member of the National Labor Relations Board for the term of office which ends on August 27, 2020. Kaplan's candidacy, approved by the US Senate on August 2, 2017, is supported by a number of group businesses.
According to the National Legal Review , the Council on National Labor Relations "is likely to consider a number of significant legal issues after vacancies, including the NLRB test to determine whether cooperative relations exist, standards for evaluating whether handbooks and work rules interfere employee rights under the National Employment Relations Act (NLRA), the corresponding unit for collective bargaining, the question of whether graduate student and research assistant are employees under the NLRA with the right to collective bargaining and host of other decisions from the last eight years the more widely interpreted NLRA. "
