Brian Joseph Moran (born September 9, 1959) is an American politician and member of the Democratic Party. He has served as Secretary of Homeland Security and Homeland Security since 2014, and was a member of the Virginia House of Delegates from 1996 to 2008, representing the Northern Virginia 46 district.
Moran was a prime candidate for the Governor of Virginia in 2009, hoping to replace fellow Democrat Tim Kaine, but on June 9, 2009, he lost his Democratic nomination to Creigh Deeds, a member of the Virginia Senate.

Moran was born in Natick, Massachusetts, the youngest of seven children in a Roman Catholic family of Irish descent. His father is a former professional football player James Patrick Moran Sr.. At the age of 9, he and his sister, Mary, marched 20 miles to protest the hunger. At the age of 13, he took the train to Washington, D.C. to witness the Watergate audience. As a teenager, he pocketed groceries, ran a paper route and worked at a grave base at a gas station.
Moran attended Framingham State College, and then the Catholic University of America, where he earned his Juris Doctor degree from the Columbus Law School in 1988.
Moran's older brother is Jim Moran, a former US congressman from Virginia's 8th district. The older Moran helped raise funds for his brother during his governor's campaign, and both represented the region in Northern Virginia, but both had different opinions on issues such as gun control and parole law.

After one year of office, Moran became the Commonwealth's Assistant Attorney for Arlington County. Moran spent seven years in the office of the Commonwealth Lawyer, handling various cases until rape and murder, before he ran for House of Delegates in 1995 on the advice of Mark Warner. Once elected, Moran serves on the Transportation, Justice, and Welfare Committees of Health and Institutions. She is the recurring winner of Mother Against Drunk Driving Legislator of the Year, award-winning Tech-10 from Northern Virginia Technology Council, and award-winning Business Friend of the Fairfax County Chamber of Commerce.
Moran was named the 2006 Legislator of the Year by the Virginia Sheriff Association. He resigned from his seat on December 12, 2008 to pursue the governor of Virginia on a full-time basis.
In 2001, Moran was elected to lead House Democratic Caucus, replacing Creigh Deeds who was elected to the Virginia State Senate. During his tenure, Democrats added seats in each successive election and eventually held 44 of the 100 seats. Moran spent the better part of 2006 and 2007 traveling the country to recruit and support the House of Representatives candidates for the 2007 election, when all 100 Virginia House of Delegates seats were in voting (as in every other odd year). He formed a fund-raising committee for the campaign for the Governor in 2009. Mame Reiley served as Virginians director for Brian Moran, assisting Moran in his election for the Gubernatorial election (from 2007-09 m) but he lost the Democratic nomination for governor to Deeds, who received more of twice as many votes as Moran. Moran is in third, second Terry McAuliffe. On 4 December 2010, Moran was elected chairman of the Virginia Democratic Party, defeating Peter Rousselot of Arlington County.
In December 2013, Governor-elect Terry McAuliffe announced he was nominating Moran to serve as Virginia's next Secretary of Public Security, which is Cabinet position with the supervision of Virginia State Police, state statewide drinking laws, Virginia Correctional Department, and Virginia National Guard. The Secretary of Public Security had previously included Virginia State Attorney General Jerry Kilgore and John W. Marshall. On December 19, 2017, Governor-elect Ralph Northam announced that Moran would continue as Secretary of Public Security and Homeland Security under his rule.
