The United States District Court for the Western District of Pennsylvania (in the case excerpt, W.D. Pa. ) sits in Pittsburgh, Erie, and Johnstown, Pennsylvania. Appeals filed by the United States Court of Appeals for the Third Circuit (except for patent claims and claims against the US government under the Tucker Act, which appealed to the Federal Circuit).

Histori
The United States District Court for the District of Pennsylvania is one of 13 original courts established by the Justice Act of 1789, 1 Stat. 73, on 24 September 1789. It was subdivided on April 20, 1818, by 3 Stat. 462, to the Eastern and Western Districts to headquarters in Philadelphia and Pittsburgh, respectively. The court started its first session on 7 December 1818 at the Old Courthouse Building in Pittsburgh. [1] Parts of these districts were subdivided into the Central District on 2 March 1901, with 31 Stat. 880. At the time of the initial division, the presiding judge Richard Peters, Jr. transferred only to the Eastern District. This made it possible for President James Monroe to appoint Jonathan Hoge Walker as the first judge of the Western District of Pennsylvania.
The Erie courthouse and divisions were split from Pittsburgh for initial action in January 1867, with the Johnstown court building and divisions split from Pittsburgh for initial action in 1989. [2]

Chief Justice
The Chief Judge has administrative responsibility for their district court. Unlike the Supreme Court, in which one justice is specifically nominated for head, the office of the chief judge revolves among district court judges. To be a chief, a judge must have been active in court for at least a year, under 65, and has never served as a chief judge. Vacancies are filled by the highest judges in seniority among eligible judges. The presiding judge shall be valid for a period of seven years or until the age of 70, whichever occurs first. Age restrictions are waived if no court member will qualify for that position.
When the office was founded in 1948, the chief judge was the longest serving judge who did not choose to retire on what has been known since 1958 as a senior status or refused to serve as a chief judge. After 6 August 1959, the judge could not become or remain head after the age of 70 years. Current rules have been in operation since October 1, 1982.
